Mastic is the specification and it describes a coating built for a compromise that everyone actually faces.

The textbook says blast the steel to white metal and coat it. In the field, on a live structure, with a tank that cannot be taken out of service and a surface that has been scraped and wire-brushed and is still faintly rusted, that does not happen. Most maintenance painting goes onto marginally prepared steel, and most coatings fail there.

A surface-tolerant epoxy mastic is formulated for exactly that condition. It wets out and bonds to tightly adhered rust and marginally prepared surfaces where a conventional coating would disbond. It is high build, so it fills the profile of a pitted surface rather than bridging it.

That is a real capability, and it is not permission to skip preparation. Loose scale still leaves and takes the coating with it.

The limitation belongs here: epoxies chalk in sunlight. UV breaks the resin down at the surface and the film goes dusty and loses gloss. That is cosmetic rather than structural, and it is why epoxy mastic is frequently topcoated with a urethane for exterior work — the urethane in this same range exists for that job.
