A welder's pencil is a marking tool built for the one place ordinary pencils and markers fail: the surface about to be welded.

The requirement is heat. A mark near a weld gets hot — not incidentally, but as a matter of course — and an ordinary marker's pigment burns off, taking the layout with it. A welder's marker is formulated to survive that, so the line is still there when the torch arrives.

Red is the colour and it is chosen for contrast against bright or ground steel, where the silver markers in this range would disappear. A shop working both dark scaled plate and clean machined surfaces needs both colours, which is why both exist rather than one being better.
