The individual polybag is the specification worth pulling out, and it is a hygiene decision rather than packaging.

An earplug goes into an ear canal. That canal is warm, moist, and enclosed — a good environment for anything introduced into it. Which means the plug's condition before insertion matters, and a plug that has been sitting loose in an open box on a plant floor, handled by every hand that reached in, is not clean.

Outer ear infections in industrial workforces trace directly to that. A polybagged plug is the same plug in a sealed wrapper, opened by the person about to wear it.

The trade is waste and cost. A thousand pair generates a thousand wrappers, and the packaging is a real fraction of the price.
