A 55 gallon drum is an infrastructure decision rather than a purchase, and it is worth being straight about what it commits a facility to.

A drum needs a pump, it needs somewhere to live, and it needs a dilution system — because 55 gallons of concentrate decanted by hand into whatever containers are available produces exactly the chaos that bulk buying was supposed to avoid. The economics only work if the plumbing does.
