The 5,400 lb figure is a working load limit, and the distinction between working load limit and breaking strength is the one thing everyone in cargo securement has to understand.

Breaking strength is where the assembly fails. Working load limit is roughly a third of it, and the gap is not caution — it is the margin that absorbs the dynamic loading a truck actually generates. A load on a highway is not sitting still: it is being accelerated, braked, cornered, and shaken over expansion joints, and the peak tension in a strap during a hard stop is a multiple of the cargo's static weight. A strap rated at its breaking strength would be at its limit every time the driver touched the brakes.

The rule that follows from it: the assembly's WLL is the lowest-rated component in it. A 5,400 lb strap with a 3,000 lb hook is a 3,000 lb assembly. Hooks, ratchets, and winches all carry their own ratings, and a chain is exactly as strong as its weakest link.
