Temperature rise is the practical measurement. The difference between supply and return air temperature, measured with the appliance at steady operation, must fall within the range stated on the appliance data plate.
A rise above the range indicates insufficient airflow. The heat exchanger runs hotter than designed, the limit will eventually cycle, and sustained operation in this condition contributes to heat exchanger cracking, which is a combustion safety failure rather than merely an equipment one.
A rise below the range indicates excessive airflow, which on a non-condensing appliance can cool the flue gases enough to condense in the heat exchanger and vent, causing corrosion.
Measuring rise takes minutes and confirms the motor and speed tap selection were correct. Assuming they were correct because the blower runs is not the same thing.
