A flare nut wrench exists because of a specific and infuriating failure, and understanding it explains the tool entirely.
Brake, fuel, and hydraulic lines terminate in flare nuts — soft fittings, frequently brass or plated steel, threaded onto a tube that passes through the middle of them. Because the tube runs through, a box wrench cannot be slipped over the nut. There is no free end to slide onto.
So people use an open-end wrench, which grips two flats. A flare nut is soft and it is usually corroded solid, and two flats is not enough: the wrench spreads, cams off the corners, and rounds the nut. Now the line has to be cut and replaced, and on a brake system that is a job.
A flare nut wrench is a box wrench with a slot cut in it. The slot passes over the tube; the remaining box grips five of the six flats. That is nearly the strength of a box wrench on a fitting a box wrench cannot reach.
The 3/8 inch head thickness gives it the material to resist spreading.
