The Williams SNPEWM-1213 is an open end wrench, rounded open end, 12 x 13 mm, 6-3/16 inch overall length, standard head, satin-chrome, double end, open end width 1 of 1-3/32 inch and open end width 2 of 1 inch.

The open end wrench is the weakest wrench form and it is worth being honest about why it persists.

A box end surrounds the fastener completely — it cannot spread, and it contacts every flat. An open end grips two flats and has an open throat, which means under load the jaws flex apart. That flexing is what lets an open end wrench cam off a corner and round a nut, and it is inherent to the shape rather than a manufacturing failure.

What it buys is the thing nothing else can do: it goes onto a fastener from the side. On a fitting in the middle of a run of pipe, a nut on a long threaded rod, or a connection where the end is inaccessible, there is no way to get a box wrench on at all. The open end is the only tool.

Rounded open ends shift the contact toward the flats and away from the corners, which mitigates the problem without solving it.

Double-ended at 12 and 13 mm covers two adjacent sizes on one tool.

Satin chrome is chrome without the glare.
