An electrode bag carries stick welding rods on the welder's belt, and flame resistance is not optional here — it is the point. The bag is worn by the person striking the arc. Spatter and slag land on it continuously, and a bag that smoulders while strapped to someone's hip is a problem they cannot walk away from.

The hard leather bottom is the other specification and it addresses a specific wear pattern. Electrodes are stood on end in the bag, and the flux-coated tips grind against the bottom every time the welder moves. Canvas wears through there first. A hard leather bottom takes that abrasion and, being rigid, also holds the bag's shape so rods stand rather than tangle.

There is a quality argument for keeping rods in a proper bag as well. Stick electrode flux absorbs moisture, and damp flux produces porosity and hydrogen cracking in the weld. A bag is not a rod oven, but rods loose in a pocket or a toolbox fare worse.

The single pocket holds one electrode type — which is correct, since mixing rod types in one bag is how the wrong rod ends up in a joint.
