A dedicated holder for a single tool sounds like overkill until you consider where it is used. An ironworker climbs steel with a bull pin, and a bull pin is a foot-long tapered steel spike weighing several pounds. There are exactly two places it can be: in a holder on the belt, or falling.

That is the entire argument. A dropped tool at height is the most persistent fatal hazard in structural steel work, and a bull pin dropped from twenty feet does not need to hit anyone in particular to end badly. A holder that positively retains the pin is not a convenience item.
