This is a working pair rather than two tools that happen to share a pouch, and the pairing reflects how the job is actually done.

The splicer's knife handles the jacket — the heavy outer sheath on cable, which has to come off cleanly without nicking the insulation underneath. Nicking is the failure that matters: a scored conductor insulation becomes a fault months later, in a cable that is by then buried, poured in, or pulled through conduit. The knife's geometry is built for controlled depth.

The scissors handle the finer work, and the stripping notches are the feature that earns them their place. An electrician stripping conductors reaches for the notch rather than a separate stripper, which is one fewer tool on the belt.

The leather holder is the practical part. A knife and scissors loose in a pouch are a hazard reaching in, and a splicer works at height and in confined spaces where dropped tools matter.
