The Irwin IRW19 is a Vise-Grip locking clamp, 11 inch / 275 mm, in alloy steel, a locking C-clamp with regular tips and a 3-3/8 inch / 85 mm jaw capacity, model 11R.
A locking C-clamp is a genuinely different tool from a screw C-clamp and the difference matters most in welding. A screw clamp is tightened by turning, which takes two hands and time, and it loosens as the work heats and moves. A locking clamp is set once to a jaw opening and then applied with a single squeeze — it snaps closed to a preset pressure and locks there. One hand, instantly.
For a welder holding two parts in position, that single-handed action is the whole point: the other hand is holding the work.
The over-centre locking mechanism is what delivers consistent pressure. Once set, every application clamps at the same pressure, which means a row of clamps along a joint all hold the same rather than varying by how hard someone turned each one.
The 3-3/8 inch jaw capacity is the maximum opening, and the 11 inch overall length gives the leverage to generate real clamping force.
Regular tips are the general-purpose jaw. Note that welding-specific versions with different jaw geometry exist for particular work.
Alloy steel is necessary — these clamps generate substantial force.
