The reads-up designation identifies what this actually is, and it is not a general plumb bob. A graduated cylindrical bob reading upward is a gauging bob — it hangs from an oil gauging tape and is lowered into a tank to measure liquid depth. The graduations read from the tip upward, so the wetted portion of the bob can be read directly at the liquid line.
