A spill kit exists because of a timing problem. The response to a spill is decided in the first two minutes, and in those two minutes nobody is walking to the stores to assemble materials. Whatever is within reach is what gets used.

A kit puts the whole response in one bag: socks to ring the spill, pads to absorb it, gloves so the responder is not the second casualty, and a disposal bag so the saturated material goes somewhere legitimate rather than into a bin.

The instruction sheet is not filler either. The person who finds a spill is frequently not the person trained for one, and the sequence — contain first, absorb second — is not obvious to someone watching liquid head for a drain.

Universal is the specification: these sorbents take water-based liquids, coolants, and hydrocarbons alike. Oil only kits exist for hydrocarbon-specific work and float on water; universal is the choice when the liquid could be anything.
