The Harris 4300834 is a torch striker used for lighting oxy fuel and air fuel torches.
A striker produces a spark by drawing a flint across a serrated steel cup, and it is the correct tool for lighting a torch.
The reason it matters is that the alternatives place the hand at the tip while gas is flowing. A lighter held near a torch tip has been exposed to the flame at ignition in numerous documented incidents, and disposable lighters contain pressurised fuel that can rupture. Matches place fingers even closer.
The striker's cup design also shields the flint and directs the spark, and it keeps the hand at a distance from the tip.
Technique matters slightly. The striker is positioned at the side of the tip rather than directly in front of the gas stream, so that the flame does not ignite toward the hand.
Flints wear and are replaceable, and a striker that no longer produces a good spark should have its flint changed rather than being persevered with, since repeated unsuccessful attempts allow unburnt gas to accumulate.
