The 14/3 configuration supplies line, neutral, and ground, which is the correct arrangement for grounded 120 volt equipment. The grounding conductor is not optional on metal-cased equipment: it bonds the enclosure so that an internal fault to the case is carried to ground rather than presenting a shock hazard to anyone touching the equipment, and it allows the branch circuit overcurrent device to operate and clear the fault.
