The distinction matters because nominal sizes and actual outside diameters diverge. Nominal two inch PVC has an outside diameter noticeably larger than two inches, and a cutter rated at a given dimension may not accept the pipe a user assumes it will.

Checking the actual outside diameter of the pipe being worked with against the tool's stated capacity avoids arriving on site with a cutter that will not close around the pipe.
